Gary Hall joined the Surdna board in November 2025 and is a member of the investment committee. Gary is a partner and co-president of Siebert Williams Shank & Co., LLC (“Siebert”), the nation’s largest minority-owned investment bank. He is a principal and member of the investment committee for the Clear Vision Fund, Siebert’s private debt impact fund. Hall is also a partner in American Triple I Partners (“Triple I”), an infrastructure private equity firm that focuses on Siebert’s transportation, energy, knowledge and information systems, and smart city investments.
Gary’s over 35-year professional career includes positions in investment banking/private equity, law, and government. Before joining Siebert and Triple I, he worked in JPMorgan’s Public Finance – Investment Banking Group and served in the Mergers & Acquisitions Group of Banc One Capital Markets Inc. Gary also practiced law in the corporate finance department of Gardner, Carton and Douglas (now Faegre Drinker Biddle & Reath LLP). Additionally, President William Clinton selected him for a White House Fellowship (assigned to the U.S. Department of Treasury), and he worked in the Mayor’s Office of Budget and Management for the City of Chicago.
Gary is on the board of directors of SIFMA, the Bay Area Council (Executive Committee), and is a trustee for the National Recreation Foundation and the California Academy of Sciences. He is also on the Financial Industry Regulatory Authority’s (FINRA) Fixed Income Advisory Committee, the Milken Institute’s Public Finance Advisory Board (Executive Committee), and the National Association of State Treasurers’ Corporate Affiliate Board (vice chair). Gary is a former chairman of the Municipal Securities Rulemaking Board, the self-regulatory organization that safeguards the $4 trillion municipal securities industry and was on the Board of Iteris Inc. (NASDAQ: ITI) before it was sold in November 2024.
Hall received a BBA in Finance from Howard University and JD from the University of Notre Dame. During his JD studies, he studied abroad at the University’s London Campus, the Concannon International Law Centre, while also working as an extern in the London office of the U.S.-based law firm of Mayer, Brown & Platt. Hall also served as a public interest legal initiative graduate fellow in Chicago.
